Hiring, training and supervising student support staff among duties of new director

Frances Welch has been named director of Student Support Services at Northwestern State University. Her appointment has been approved by the Board of Supervisors for the University of Louisiana System.

Welch is responsible for day-to-day management of the Student Support Services/TRIO program. Her duties include hiring, training and supervising staff to meet program needs, monitoring and approving budget expenditures and revising the unit’s budget as needed to accommodate changes in the program.

Welch has been a member of the Student Support Services staff for eight years and served as assistant director since 2008. She was a counselor/instructor at Northwestern State from 1995 to 2000.

From 2001 until 2005, Welch was executive director of the Natchitoches Parish Council on Aging. She managed a staff of 34 and reduced the agency’s operating budget to create a surplus.

Welch was corporate secretary/treasurer for Welco International Incorporated and was owner operator of FASType in Natchitoches. She also worked for McDonnell Douglas Corporation and Northrop Corporation.

A graduate of Dartmouth College in sociology, she earned a master’s in student personnel services/counseling from Northwestern State.
