Concrete was poured on the riverbank roadway, bringing that phase of the project to near completion. It also brought forth a flurry of new questions, mainly, why is the concrete so starkly white? City HR Director Edd Lee said, simply, cost. “We looked into tinted concrete, even poured some samples…, but it was not far from doubling the expense,” he said. “That’s one reason for the brick banks, to break up the white.” Lee said the concrete will fade with time and use and not be as distracting as when just poured. He also said asphalt was also considered, but didn’t have the longevity of the concrete.
