A district judge ruled against Alan McMurtry and in favor of Parish Government during a hearing Tuesday morning.
McMurtry had sought a temporary restraining order and permanent injunction to stop the Parish from buying materials to be used for road maintenance in emergencies.
Judge Bruce Bolin said temporary restraining orders prohibiting emergency declartions were moot since two such declarations had expired. He said he was not inclined to grant injunctions for future actions since true emergencies might occur in the future.
