  1. Adopt the minutes of the regular meeting of the Natchitoches Parish Council held Monday, March 15,      2021.

    

  1. Appointments of Boards and Commissions.

     Consider adopting a resolution confirming re-          appointment/appointments to the following                     boards/commissions.

 

  1. Council to approve re-appointment of Mr. Troy    Gardner to Fire District No 9 Board.

 

  1. Council to approve the reappointment of Mr.              Monty Trichel to the Fire District No. 9 Board.

 

  1. Council to approve the appointment of Mr. Aulbry         Graves to replace Mr. Cecil Wade Ebert on the                Fire District No. 9 Board.

 

  1. First Introduction of proposed Ordinances:

 

  1. An Introduction of Ordinance 007-2021 allowing the residents of Natchitoches Parish to vote and make their own decision on whether they want to remain or     repeal the current form of Government Home Rule      Charter or Go Back to the Police Jury Form of     Government.

 

  1. An Introduction of Ordinance 008-2021 to effect a zoning change from an Industrial-Agriculture (I-A) District to a Business-3 (B-3) District for the    purpose of establishing a gymnasium on a 2.52 acre      tract of land (parcel #0010211100). The property is      located in Section 40, Township 9 North, Range 8 West, with a physical address of 1386 Highway 504 in     Natchitoches, as shown on the Survey attached hereto,     approved by the Parish Planning Commission on April 5,   2021.

 

  1. An Introduction of Ordinance 009-2021 to effect a zoning change from a City District to a Business-3 (B- 3) District for the purpose of establishing a restaurant with liquor sales on a 0.936 acre tract of      land (parcel # 0090101000). The property is located in   Section 85, Township 8 North, Range 6 West, with a    physical address of 1211 Patrick Road in Natchitoches,   as shown on the Survey attached hereto, approved by    the Parish Planning Commission on April 5, 2021.

 

  1. Council to consider introducing ordinance-010-2021 providing for the levy within Sales Tax District No. 1 of the Parish of Natchitoches, State of Louisiana, effective July 1, 2021, of a one percent (1%) sales     and use tax having been authorized at a special    election held in the District on April 24, 2021 and final adoption on May 17, 2021.

      

Public Hearings:

 

  1. Council to consider Adoption of Ordinance 005-2021 and authorize the Parish                             President to enter into negotiations of a                     donation of the Creston Polling Place building to           landowner and in exchange for indemnity and hold              harmless from any causes of action asserted as a            result of the condition or structure of the                  building.

 

  1. Council to consider Adoption Ordinance 006- 2021 revision to the Natchitoches Parish                      Personnel Manual.

 

Action on Proposed Ordinances:

    

  1. Council to consider Adoption of Ordinance           005-2021 and authorize the Parish                             President to enter into negotiations of a                     donation of the Creston Polling Place building to           landowner and in exchange for indemnity and hold              harmless from any causes of action asserted as a            result of the condition or structure of the                  building.

 

  1. Council to consider Adoption Ordinance 006- 2021 revision to the Natchitoches Parish                      Personnel Manual.
  1. Council to approve Adoption of Ordinance 003-2021 to effect a zoning change from an Industrial- Agriculture (I-A) District to a Business-3 (B-3)   District for the purpose of establishing a gym with a    restaurant and coffee shop on a 1.350-acre tract of      land (parcel # 0050134700A). The property is located in Section 26, T9N, R10W, with a physical address of     10173 Highway 120 in Robeline, as shown on the Survey    attached hereto, approved by the Parish Planning   Commission on February 1, 2021.

 

Resolutions:

 

  1. Council to approve levying the same millage or roll forward for the 2021 tax year.

 

  1. Council to approve a Resolution for the Clark Road            Bridge that the Parish of Natchitoches, through the          Natchitoches Parish Council, requests DOTD                   consideration of a Design Exception for the following  modifications to the remaining planned work on this           project:

 

  1. Termination of the tangent approach guardrail at the southwest corner of the new bridge at the point at which there is no conflict with the existing water main, and the addition of a section of guardrail curving westward away from the newly constructed roadway, in order to provide protection from errant vehicles that might otherwise strike the concrete pole supporting the high-voltage electric transmission line located there or that might otherwise enter Bayou Bourbeaux at that location.

 

  1. Elimination of the guardrail that was planned for installation along the west side of the new roadway at the new cross-drain structure that was installed at Project Station 13+00.

  Install centerline and edge line pavement markings with reflectorized raised pavement markers along the centerline on both bridge approaches, along with the installation of “chevron” signs along the west edge of the new roadway at the aforementioned cross-drain, in order to improve visibility for traffic approaching the new bridge.

 

  1. Other Agenda Items:

 

  1. Council to consider a discussion about the Payne Sewer Board being dissolved.

 

  1. Council to consider authorizing the Parish President to advertise RFPs for redistricting for the Census Changes for the Parish of Natchitoches.

 

C   Council to consider approving a resolution-017- 2021 to send to the Louisiana Board of Ethics and      Louisiana Auditors for a ruling on the purchase    of a Front-End Loader.

 

  1. Council to allow the test use of Perma-Zyme soil stabilization products on approximately 1/3 mile      (location to be determined) of Parish Road.  Perma-Zyme materials and application oversight will be provided at no charge to Natchitoches Parish Government.  Natchitoches Parish      Government will be responsible for necessary labor and equipment for Perma-Zyme material      application.

 

  1. Council to consider authorizing the Parish President to enter into Cooperative Endeavor      Agreements with the following good samaritans,     and to sign and execute all documents related to   the agreements:

 

  1. Williams & Son Saw and Supply, Inc. – Calvin  Tyler Road
  2. Monty Trichel – Hart Road
  3. Barton Cotton – Central Loop
  4. Allen Beasely – Rachal Camp and Benjamin Point                     Roads
  5. Victor Kay, II – Cat Island Road
  6. Simon Sarpy – Kochinsky Road

 

  1. Council to consider authorizing the Parish President to enter into Cooperative Endeavor             Agreement with for Woodell Construction, LLC.            improvements to Emmanuel Road.

 

  1. Council to consider authorizing the Parish President to enter into Cooperative Endeavor               Agreement with Eversull Farms, LLC for                        improvements to Solomon Lane.

 

  1. Council to consider approval of Change Order No. 4 for        the Resurfacing of Streets in Payne Subdivision, Phase
