One of the first things Governor Jeff Landry and the Louisiana Legislature did was to hire consultants to look at the way the Department of Transportation and Development (DOTD) was operating…especially its maintenance and construction programs.
They determined DOTD needs $1.2 billion a year more to eliminate their backlog of projects, eliminate legislators interference by adding transportation projects without a feasibility study, pay workers more compared to the private sector, track employee performance, outsource some services, make projects more transparent and come to completion on time.
