It rained buckets Friday morning but it did not stop the groundbreaking for a new town hall in the Village of Natchez. Among those attending were Natchez resident Tommy Roque, second from left; former Sen. Louie Bernard (fourth from left) who secured money from the State; Parish President John Salter (center in blue shirt); Mayor Patsy Ward Hoover (center in dark blouse); and Natchitoches City Councilperson-at-Large Betty Sawyer Smith.
