Northwestern State dance major Makenzie Scroggs, the reigning Miss Louisiana, will be the Grand Marshal at this Saturday’s Christmas Festival of Lights Parade. Scroggs, who is from Marksville, was Miss Natchitoches City of Lights. She was first runner up in the contest last year competing as Miss Northwestern – Lady of the Bracelet.
